Year Selection Start/End - for drop down menus

In the Setup Manager, you can choose year values for:
Year Selection Start
Year Selection End
under the Event Manager page.

This appears to only affect the Year drop-down menu in the Add Event page in the Event Manager.

Do or can these values affect any other drop-down menus for Year navigation?
(e.g. TOC date navigation, Event Manager main page, date navigation)

If not, please add this to the "Features Request". :)

What are the PHP variable names associated with these values?
(I am coding a Date Navigation header for my List page, and want to avoid potential variable name conflicts.)
