Cannot Log Into Setup Manager

For some reason I am unable to log into Setup Manager... it keeps bringing me back to the same login page.

I may have missed it on the site, but I can't seem to find anything on this. Is there a way to reset the Administrator UserID and password? Will that solve the problem?
