file permissions

I am trying to secure the three files after the installation, but I can't find out how to do it, my server is running Win 2003 and the commands given in the help for this calender is for Liniux, Am I able to do this or am I right in saying it can't be done ?

This depends on who you set as the owner of the files. Remove Everyone, and add IUSR_* to have read only. You will need to give write permissions to IUSR when you'll want to make a change in the config.
