Looping trying to enter setup manager

I get no error message when I click Log In and the screen is regenerated. With the help of my ISP I set my session_save_path. (Before that I was getting an error message about it.) My computer died in the middle of installing this software so I am note certain everything is in order. My site is a Windows site.

You might want to reinstall to make sure all the files are there and in good condition.

I have reinstalled it and I still loop in the Setup Manager login page without any error messages (after the initial setup).
