I am having employee's cut and paste in a page that is a template, that way they don't have to type everything by hand.
The problem that I am running into is the page is long and it adds 2 or 3 scroll bars in the details area. I am not sure why? The page they are coping from is just very simple html

<strong>Pager:</strong><br />

There are seven sections this big and it seems to add 2 extra scroll bars into the details area?
Any thoughts on why??

What do you mean by "details area"?

I'm not able to reproduce this they way I understand your issue.
Would making the box bigger help? You can adjust the size in the Setup Manager.

I have the box size set at 35, If you copy and paste into the box .. it adds an extra scroll bar on the side .. I am not sure why ? Any text doc does it .. even note pad ..
Paste this text in it adds an extra scroll bar in the details window. Plus it doesn't add the breaks as it should. It makes the mouse over scrammed with no spaces.

Yes TinyMCE

Try turning off the editor and see what happens.
FWIW, this is just a simple textarea form. So any textarea form field should do this.
