To display the time in the TOC you need to enter it manually in the short description, and there is no time conflict functionality to prevent events from being scheduled at the same time, so what is the purpose of the set time button?
Not being snarky, just really don't understand what to use this for.
Multiple events occurring on a single day will sort by time. Additionally, the mouse-overs and pop-up windows and the List and Blog modes all display the time.
