Default Adding Events Programmatically

Is there documentation on how to add an event programatically into an instance of the calendar back-ended by a MySQL database (or is the schema simple enough that a developer could figure this out by looking)?

Also, is there a way to lock the calendar down so that users cannot add/edit/delete events in the calendar (so, a "read-only" mode)?

Look in the FAQ, it has the definition of the table fields. You'd have to enter a few events and compare the data to find the pattern. However, you are on your own when it comes to adding the events to the table - it is not supported. Not to say that it can't be done, just that if you end up in trouble, we can't provide you support.

As for the read-only... simply don't give them a user account. The Event Manager is meant to be used only for Event Managers. "Visitors" will only see events from either the demo files, or your own integrated calendar. Your event managers will use the Event Manager to enter/remove/modify events on the calendar.
