Default Error Invalid Access with 6.2.3

when I do a fresh installation with the current version 6.2.3 I get an error message Invalid Access after defining master user and password.
The navigation bar is on the left and "Invalid access" appears in the main screen.

Any idea?

I forgot to exec the following step:

IMPORTANT! Open the config.inc.php file on the server and replace require($serverPath."license.php"); with define("EPCAL", "EPCAL05");
