using javascript or php in monthly.php

I want to use the substr function on [descr] to only
display X number of characters using substr,
similar to the controls on the pop-up window(in Setup Manager. I thought I could use substr, but it seems this gets strip out.

Are we not allowed to use Javascript or PHP in monthly.php?
